HyD requires MTRCL to submit incident report on construction works at expanded Hung Hom Station under Shatin to Central Link Project as soon as possible
Regarding the issue of construction quality of the Hung Hom Station platform of the Shatin to Central Link (SCL), the Director of Highways (DHy) on May 31 required the MTR Corporation Limited (MTRCL) to submit an incident report within a week. In addition, in order to ensure that the structure concerned can sustain the design loads and to ease the public concern about the safety of the platform, the DHy also required the MTRCL to arrange for an independent third-party expert to carry out load tests as soon as possible and provide the Highways Department (HyD) with a test report.
The HyD received a letter from the MTRCL yesterday (June 5) stating that due to the need to collect relevant information from the contractor, the report will not be available on June 7 and it will be submitted by June 15 at the earliest. The HyD wrote to the MTRCL today (June 6) stating that it understood the MTRCL needs time to collect and collate information, but at the same time required the MTRCL to submit the report as soon as possible in order to clarify the facts as early as possible.
The MTRCL stated in the letter dated June 5 that it had appointed an independent expert to carry out load tests upon the request of the HyD. The HyD stated to the MTRCL that in order to ease the public concern about the quality of works at the Hung Hom Station platform of the SCL as early as possible, the MTRCL should explore every possible way to ensure that the tests are reliable and comprehensive, and complete the tests as soon as possible. In addition, the HyD also required the MTRCL to provide details of the independent expert and submit the test plan of the load tests to ensure that the tests fulfil professional requirements.
