Tender award notice for Second Stage Study of Hong Kong-Shenzhen Western Rail Link (Hung Shui Kiu - Qianhai)

The Hong Kong Special Administrative Region (HKSAR) Government and the Shenzhen Municipal People's Government have been pursuing the Hong Kong-Shenzhen Western Rail Link (Hung Shui Kiu - Qianhai) project through the Task Force for Hong Kong-Shenzhen Co-operation on Cross-Boundary Railway Infrastructure (Task Force) and its Technical Group. The First Stage Study, which established the strategic value and necessity of the project and formulated a preliminarily feasible scheme, has been completed. The project links up Hung Shui Kiu/Ha Tsuen New Development Area to Qianhai, thereby strengthening the connection between the Northern Metropolis in Hong Kong and the Guangzhou-Shenzhen innovation and technology corridor. With the support of road networks, the two areas will be jointly developed into a strategic hub of a transport corridor on the east bank of the Pearl River.

The HKSAR Government and the Shenzhen Municipal People's Government had earlier agreed to jointly appoint consultants to conduct the Second Stage Study of the Hong Kong-Shenzhen Western Rail Link (Hung Shui Kiu - Qianhai) under the framework of the Task Force and its Technical Group. The tender procedures commenced on November 28 to appoint a joint venture company comprising consultants from both Hong Kong and the Mainland to study the planning, preliminary engineering feasibility, benefits, environmental impact as well as construction and operation arrangements of the Hong Kong-Shenzhen Western Rail Link (Hung Shui Kiu - Qianhai).

The Planning and Natural Resources Bureau of the Shenzhen Municipal People's Government announced today (December 28) that the consultancy of the Second Stage Study of Hong Kong-Shenzhen Western Rail Link (Hung Shui Kiu - Qianhai) is awarded to Shenzhen Urban Planning and Land Resource Research Center (the leading company), and China Railway Siyuan Survey and Design Group Co Ltd (the member) and Atkins China Ltd (the member). The Second Stage Study will commence in early 2023 and is expected to be completed in mid-2024.
