Description
This is a 59-month maintenance term contract from 1 April 2025 to 28 February 2030. The works mainly comprise the management and maintenance of public roads including associated slopes, highway structures, tunnels, landscaping and minor improvement works on Hong Kong Island excluding Expressways and High Speed Roads.
Submission of Tenders
A tenderer must submit its tender in electronic format via the Electronic Tendering System for works contracts ("e-TS(WC)"). Late submission will not be accepted.
In addition to the electronic submission, a tenderer may opt to submit its tender in hard copy as well. Submission in hard copy is optional and it will not be used unless falling within the exceptions stated in the conditions of tender. If a tenderer opts to submit a hard copy tender in addition to electronic submission, the tender must be sealed, clearly marked with the tender reference and the subject of the tender on the outside of the envelope (but should not bear any indication which may relate the tender to the tenderer) addressed to the Chairman, Central Tender Board and placed in Government Secretariat Tender Box situated at the Lobby of the Public Entrance on the Ground Floor, East Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong. Tenders must be deposited in the tender box as specified in this tender notice ("Specified Tender Box") before the tender closing time. Late tenders and tenders not deposited in the Specified Tender Box will not be accepted.
The tender closing date may be extended under the following circumstances:-
- If tropical cyclone signal No. 8 or above, or a black rainstorm warning signal is hoisted or if "extreme conditions after super typhoons" announced by the Government is in force at any time between 9 am and 12 noon on the tender closing date, the tender closing time will be extended to 12 noon on the first working day after the tropical cyclone signal No. 8 is lowered, or the black rainstorm warning signal or the "extreme conditions after super typhoons" announced by the Government has/have ceased to be in force. Saturday is not counted as a working day. The announcements on "extreme conditions after super typhoons" will be made via press releases website of the Information Services Department
(https://www.info.gov.hk/gia/general/today.htm). - If there is a blockage of the public access to the location of the Specified Tender Box at any time between 9 am and 12 noon on the tender closing date, the Government will announce extension of the tender closing date and time until further notice. Following removal of the blockage, the Government will announce the extended tender closing date and time as soon as practicable. (https://www.info.gov.hk/gia/general/today.htm). - If there is any other reason which in the Government’s view shall affect the close of tender, the Government will notify tenderers of the extension in tender closing date and time via the e-TS(WC) and/or emails.

Remarks
- The tender to be invited is covered by the Agreement on Government Procurement of the World Trade Organization and will not involve electronic auction.
- The tender documents are included in the Electronic Dissemination Package ("EDP") which can be downloaded from the e-TS(WC) via this link (https://www.gov.hk/en/theme/etendering/ets/). Hard copy of the EDP will not be issued.
- Regarding the use of e-TS(WC), tenderers should take note of the following:
- Prior to downloading tender documents, tenderers must register an account on the e-TS(WC).
- Certain electronic files required to be submitted with the tender require digital signature(s). Tenderers are advised to apply for the Organizational e-Cert in advance and ensure its validity.
- Tenderers are reminded to ensure that data transmission is completed before the close of tender.

- Selective tendering is adopted. Contractors on the List of Approved Contractors for Public Works in Group C under the Roads and Drainage Category or joint ventures with participation of local and/or overseas contractors with the lead participant or the major shareholder being a contractor on the List of Approved Contractors for Public Works in Group C under the Roads and Drainage Category, who also meet the qualifications and conditions for participation stipulated in the tender documents are invited to tender. The detailed requirements for joint ventures with participation of local and/or overseas contractors, if applicable, are stipulated in the tender documents.
- Contractors not yet on the List of Approved Contractors for Public Works in Group C under the Roads and Drainage Category may also submit a tender if they submit a request for participation together with a duly completed application for inclusion in the above-mentioned approved list/category by 12 November 2024 to Chief Highway Engineer/ Hong Kong, Urban Region, Highways Department at 7th Floor, North Point Government Offices, 333 Java Road, Hong Kong, meet the qualifications and conditions for participation, and the application for inclusion is duly approved on or before the tender closing date. - Contractors will be liable to have their names removed from the approved list(s) if they fail or refuse to implement an accepted tender.
- The Government of the Hong Kong Special Administrative Region does not bind itself to accept any tender irrespective of whether the tender is the lowest bid or where the assessment of the tenders is based on a marking scheme or formula approach, the tender has the highest overall score.
- The Government of the Hong Kong Special Administrative Region reserves the right to negotiate with any tenderer about the terms of the offer.
